We should remove the Suggest online opt-in dialog. We haven’t used it in a long time, we don’t have plans to use it again, and it would be nice not to have to wait for its tests to finish when running tests. Daisuke says he can work on this later when more urgent work is done (thanks!), so I'll go ahead and assign it.

Drew, is this the opt-in modal from 3 years ago or the contextual opt-in prompt from last year? If it's the latter (contextual opt-in prompt), we shouldn't remove it because we're going to experiment with it one more time and actually roll it out this quarter. But if it's the former (opt-in modal), then we can remove it
